Sewer Line Repair Methods

Spot Repair of One Broken Section
When the camera shows one crack, one root-choked joint or one collapsed length, the fix is to dig at that spot, cut out the bad pipe and couple in new PVC. HomeGuide notes that a partial repair may cover only 1 to 15 feet, against about 40 feet for a full replacement. Angi puts sewer repair at $60 to $250 a linear foot. A spot repair only makes sense if the rest of the line looks sound on video.

Cured-in-Place Pipe Lining
Lining puts a soft, resin-coated tube into the old pipe, inflates it against the wall and lets it cure into a new pipe inside the old one, with no trench. The host pipe has to be cleaned first, and cast iron may need descaling before a liner can go in. HomeGuide's range is $90 to $250 a foot.

Pipe Bursting
Bursting forces a new pipe through the old one: a machine pushes the old pipe out of the way as the new line is fed in behind it. It needs a large pit at each end of the run, not a trench in between, and it replaces everything between the two pits. HomeGuide prices it at $60 to $200 a foot.

Full Lateral Replacement for Orangeburg or Collapsed Clay
Orangeburg, a tar-paper pipe, went into sewer connections from about 1940 to 1970, and the plant that made it closed in 1972. It starts to deform after about 30 years and gradually flattens, and drain-cleaning tools can damage it further. HomeGuide gives Orangeburg and clay a life of 30 to 60 years, against 50 to 100 for PVC and cast iron. The only way to know what's under a particular house is a camera run. If it shows soft, oval or flattened pipe, price a new PVC lateral rather than another cleaning.

Torrance Permits and Lateral Ownership for Sewer Repairs
Torrance puts the lateral on the property owner, starting roughly a foot outside the building wall and running to the public main, tie-in included. The city's sewer plan spells out that this means both the upper and lower lateral, and its sewer page lists blockages, breaks and root intrusion in the private part as the owner's problem. Which permit a repair needs depends on where the damage is:
Building to property line
A plumbing permit, issued as "Alter Building Sewer."Property line to the main
A Construction and Excavation Permit for work in the public right-of-way.A repair that crosses the line
Both permits.Where to apply
Community Development's permit center (3031 Torrance Blvd; phone 310-618-5910) or the city's online permitting system. Walk-in hours on Wednesday run 8:00 AM to noon. The plumber
The city wants a licensed plumber who also carries a Torrance city business license.
HomeGuide puts plumbing permits at $30 to $500 nationally. Ask whether the quote includes permit fees, inspections and restoring any concrete or asphalt.
