Sewer Cleanout Installation Types

Two-Way Cleanouts at the Property Line
A two-way cleanout is two risers side by side, each angled at 45 degrees and facing opposite directions, so the plumber can send a camera, cable or jetter toward the house or toward the street. It's the most common type, and Angi calls it the most functional. Angi lists it at $1,000 to $3,500; HomeGuide's range is $2,000 to $5,000 installed, with labor making up most of that.

Single Cleanouts Near the House
A one-way cleanout is a single riser at 45 degrees that opens the line in one direction, usually toward the city connection. It costs less, $650 to $2,000 in Angi's figures or $1,400 to $2,500 in HomeGuide's, and still beats having no access at all. A test tee, the 90-degree fitting set inside walls during construction, is no substitute: its square turn makes it hard to feed drain equipment through.

Replacing a Broken or Buried Cleanout
Cleanouts get paved over, buried under landscaping or cracked by lawn equipment. Fixr puts replacing one at $1,000 to $3,500, depending on where the line runs. Digging down to the old fitting often turns up damage nearby, such as a cracked pipe section, a loose joint or roots, so ask the plumber to film the line while it's open.

Cleanout Caps and Access Repairs
Sometimes the cleanout is fine and only the cap is gone. Caps run 3 to 6 inches across with threaded or expansion closures, and a replacement cap costs about $5 to $50 for the part. Mowers and string trimmers break most of them. If the riser has sunk below the grass, ask about extending it when the new cap goes on.

What Raises a Sewer Cleanout Quote
Depth and distance
Angi prices installation at $50 to $250 per linear foot, so a deep line or one far from the access point costs more.Permits
National guides put plumbing permits at $50 to $500, and up to $1,600 when excavation is involved. Adding a cleanout cuts into the building sewer, so ask whether the city permit is included; sewer line repair explains which Torrance permit covers which stretch.Repairs found in the hole
Older lines often show damage once they're dug up, and that work gets priced separately.Surface restoration
Concrete, pavers and landscaping above the line add cost to put back.
Do Older Torrance Houses Have a Sewer Cleanout?
Not always. HomeGuide notes that building codes in most areas require cleanouts for new construction and major plumbing work, and that most homes built after 1970 have one. Many of Torrance's ranch houses were built before that, so check before assuming. Look for a capped pipe near the foundation or close to the property line. If you can't find one, ask the plumber to trace the line from inside and mark where a cleanout would go. A cleanout costs a few thousand dollars once. Without one, most future jetting or camera visits start by pulling a toilet.
See sewer camera inspection for how a cleanout changes the price of filming the line.
